Paid cost counts only what bills the gateway’s balance — the commissioner’s own Anthropic, OpenAI and xAI keys pay for those providers’ calls (§8.9), so their teams read near zero here by design. List cost is the column to compare teams on. Five Alarm Spark runson the provider’s Contributor pricing tier: the same model at a lower price, and the provider may use its inputs and outputs to train future models. The league sends nothing private, and the tier changes cost only, never behavior.
